- 1.1 Rebranding of the National Accreditation System in the Russian Federation

The National Accreditation System (NSA) is one of the most successful institutions established in Russia in recent years. At the current stage, RusAccreditation is developing an infrastructure of confidence between business and state, based on independent expertise, which ensures the safety of consumers and creates new values.
The visual platform of the brand and sub-brands of the national system, reflecting the specificity and commonality of their activities, has been created for the effective implementation of the tasks facing the NSA. A set of symbols for all types of accredited conformity assessment bodies (CABs) was developed, as well as stylistics of graphic elements and photo illustrations were set.
At the end of 2018, the Head of the Federal Service for Accreditation, Mr. Alexey Khersontsev, presented new means of visual identification of the National Accreditation System during the series of events organized for assessors, accredited CABs and representatives of the media. "It is our duty to ensure foreign customers’, regulators’ and consumers’ confidence in the documents on conformity assessment issued for Russian-made products. An essential condition is confidence in the activities of accredited CABs involved by our manufacturers in the assessment of their products", — said Alexey Khersontsev in a speech to assessors.
According to the Head of the national accreditation body, the main thing in the system of brands of the NSA is the meanings inherent in them, the principles that all participants of the accreditation system should follow, namely: confidence, competence, teamwork and technological effectiveness.
The image of the logo of the NSA is born to connect the lowercase letter "a", heraldic shield — a symbol of reliability and competence, as well as a point — a symbol of authority and confidence. It is universal and understandable to the Russian audience and foreign partners. The logos of the sub-brands government entity – the Federal Service for Accreditation and the National Institute for Accreditation that is subordinate to the Federal Service for Accreditation - combine the original graphics of the NSA accreditation symbol and the state symbols.
The new corporate identity (the image of the logo, colors) corresponds to the current status of the national accreditation body in the system of international recognition and describes the capabilities of the NSA.

1.2 International recognition and use of the Combined ILAC MRA Mark
The participation of the national accreditation body in international organizations is one of the most important conditions for the success of Russian exports.
RusAccreditation has been a full member of APAC and a signatory to the APAC Mutual Recognition Arrangement (APAC MRA) for the scope of testing and calibration laboratories since the creation of the organization in January 2019 which was a result of the merger of the Asia Pacific Laboratory Accreditation Cooperation (APLAC) and the Pacific Accreditation Cooperation (PAC).
On October 30, 2018 at the Joint General Assembly of ILAC and IAF the accession of the Federal Service for Accreditation to the International Accreditation Forum (IAF) was officially announced. A year earlier, on October 29, 2017, the Federal Service for Accreditation joined the ILAC Mutual Recognition Arrangement (ILAC MRA).
On October 21, 2018 at the 3rd General Assembly of International Halal Accreditation Forum (IHAF) RusAccreditation became a full member of IHAF.
In 2018, RusAccreditation established the procedure of granting permission to the accredited laboratories for the use of the Accredited CAB ILAC MRA Mark and approved the "Policy of the National Accreditation Body for the Use of the Combined Mark of the National Accreditation System".

2.Teamwork - Main events
- 2.1 The Fifth All-Russian Congress of Assessors, 26–27 November 2018
- The Fifth All-Russian Congress of Assessors was held in Moscow for two days. The Congress was devoted to the development of infrastructure for confidence in Russia and in international markets by the national accreditation body. More than 300 people took part in the events. Among the guests were long-time partners of the National Accreditation System — representatives of the Institute for Accreditation of the Republic of Macedonia and the Belarusian State Centre for Accreditation. The forum was organized by National Institute for Accreditation of the Federal Service for Accreditation.

- 2.2 All-Russian Forum of Accredited CABs—2018, 28–29 November 2018
The two-day All Russian Forum of Accredited CABs-2018 "National Accreditation System: Forming the Infrastructure of Confidence in Russia and in International Markets" was held in Moscow. Over 500 people attended the forum, including representatives of the Eurasian Economic Union, the Ministry of Economic Development of the Russian Federation, Russian Export Centre, the Federal Service for Accreditation and the Federal Customs Service. The forum organizer was the National Institute for Accreditation of the Federal Service for Accreditation.

3. Technological effectiveness - The next level
3.1 Transparency and digital transformation
At the new stage of development of the National Accreditation System, there is a need for greater transparency in the work of accredited CABs, and therefore a need for more information about various aspects of their activities. Gradually, digital transformation is replacing informatization processes.
Service is on the way for the gradual introduction of the Federal State Information System (FGIS) of the Federal Service for Accreditation of the new components. It is loaded with a huge amount of information that is necessary to achieve the main goal — to create a comfortable environment for users.
In the near future, RusAccreditation will launch a key project - an electronic Configurator of accreditation areas - and gradually transfer the system to the widespread use of electronic scopes of accreditation. There are already examples of such registration of the scope of accreditation for metrological services.
The information platform of the Federal Service for Accreditation is the basis of interdepartmental electronic interaction and provider of critical information to the Federal Customs Service of Russia, Rosstandart, and dozens of other supervisory authorities. Every year, the digital information platform of the National Accreditation System provides information on tens of millions of requests, made by consumers, business community and governmental agencies, as well as processing information on more than:
- 100 thousand units of test equipment;
- 1 million certificates and declarations of conformity; and
- 18 million test reports.
The activity of most regulatory and supervisory authorities in the Russian market is based on the data provided by the Federal Service for Accreditation and is impossible without such data.
3.2 Direct dialogue
In late 2017 in order to establish a direct dialogue with representatives of the various audiences of the Federal Service for Accreditation, a special communication platform - ProFSA was launched. ProFSA is an on-line tool by which employees of the Federal Service for Accreditation, including top management and representatives of the business and expert community discuss current issues, challenges and problems.
The number of external experts from different sectors of the economy involved in the work via ProFSA is many times higher than the number of specialists of the Federal Service for Accreditation and by the end of 2018 amounted to more than 1 thousand people.
4. Competence - Unique tools
4.1 Educational & training platform
National Institute for Accreditation which is a subordinate organization of the Federal Service for Accreditation renders its assistance to the Federal Service for Accreditation in solving many tasks aimed at the development of the infrastructure for accreditation. The Institute is engaged in training and professional development of the staff of the Service, assessors and accredited CABs. It conducts research in the field of conformity assessment, studies market conditions and public opinion and has a number of other functions as well.
In the area of conformity assessment and accreditation, the knowledge and skills of each employee affect the reliability and validity of the results. One of the key tasks facing the national accreditation body is the formation of a pool of highly qualified specialists in the industry.
In order to improve the qualification of experts and accredited CABs, as well as to give them the necessary knowledge and competence for the use of modern IT technologies, a unified educational platform has been created at the National Institute for Accreditation of the Federal Service for Accreditation. New projects combine distance learning and practical training in laboratories and innovative research centers of leading Russian universities. Programs of additional professional education and training are built on an individual schedule and are based on the modular principle. They teach the trainees the necessary methods of testing for dozens of types of products using the latest equipment providing high accuracy and reliability of results of measurements.
The National Institute for Accreditation of the Federal Service for Accreditation is planning to hold more than 300 educational programs.
