KAN Accreditation to Support Energy Management

Industrial development has had an important role in the economic growth of Indonesia. This sector consumes the largest portion of energy, e.g. in 2011 it was about 37.7%, followed by transportation 33.3% and household 10.2% of 836 barrel of oil equivalent in total. On the other hand, the energy supply mostly (about 95% in the same year) comes from fossil fuel sources, including oil, natural gas and coal, thus producing significant greenhouse gases. This environmental issue as well as energy shortages and rising energy costs have posed a major challenge facing the people in the country. In response, while keeping economic development, Indonesia has enforced energy conservation policies since 1982 in form of law, government regulation, presidential decree, presidential instruction, and ministerial regulation.

In the voluntary area, appreciated efforts have been made by some companies who have implemented standard ISO 50001 Energy Management System and obtained certification from a reputable certification body. To date, however, there has not been yet accreditation provided by the National Accreditation Body of Indonesia (KAN) to such a conformity assessment body. KAN has planned to commence operating this new accreditation scheme within next two years. Nevertheless, KAN has accredited laboratories related to energy since the time of its establishment in 1997, and inspection bodies later on. There are at present 98 KAN-accredited testing laboratories that support energy management or, in general, activities in energy dealing with coal, oil, carbon, etc. Likewise, 120 laboratories having capability in calibration of equipment used in energy measurement such as pressure gauge, flow meter, and electrical measuring instruments have been accredited. Furthermore, 10 out of 36 accredited inspection bodies have a scope of activities in the energy-related field covering transportation and power plant. The number of such laboratories and inspection bodies will expectedly increase in line with wider implementation of ISO 50001 in the future.
